本报告结合交通运输部关于城市轨道交通运营安全风险的管控要求，本报告分析了城市轨道交通新建线路（包含延伸线路）运营筹备中的安全风险管控工作的主要内容。结合西安地铁新线筹备安全风险管控体系建设的实践，从加强我国城市轨道交通新线安全风险管控能力出发，本报告提出了新线运营安全风险重点、管控措施及建议。
<<Combined with the requirements of the Ministry of Transport on the management and control of safety risks inurban rail transit operations，discuss the safety risks in the preparation for the operation of new lines（including extension lines）of urban rail transit control work. Introduce the preparation of the safety risk management and control system for Xi’an Metro’s new line，specific analysis on the preparation for new line of all risk points and control measures，and make recommendation on the preparation for the new line in the future.
