民办高等教育在我国高等教育事业中的地位日益凸显,但与此同时,民办高等教育的发展也面临很多问题,比如产权归属问题、发展资金短缺、人才资源不足等问题,这些问题已经严重阻碍了民办高等教育发展。实行民办教育分类管理,在一定程度上破解了民办高等教育发展的诸多瓶颈。本报告采用定性与定量相结合的研究方法,探究分类管理改革中民办高校非营利性选择影响因素,提出引导民办高校非营利性选择政策构建的着力点,助力民办高校分类管理稳妥推进。民办高校分类管理拓展了民办高校的发展空间,但民办高校举办者目前还处于非营利性、营利性选择的过渡期,情感和利益因素是影响民办高校举办者非营利性选择的主要因素。政策在推动民办高校发展中起着关键性作用,举办者既是“道德人”,也是“经济人”,为引导民办高校非营利性选择,地方政策构建应体现政策的包容性和人性化。
<<Private higher education in China’s higher education is increasingly prominent,but at the same time,the private higher education is also facing many bottlenecks in its development,such as the ownership of property rights,lack of development funds,lack of human resources and other issues,which have become obstacles to the development of private higher education. The implementation of classified management of private education has broken many bottlenecks in the development of private higher education to a certain extent. Using qualitative and quantitative research methods,this paper explores the influencing factors of non-profit making choice in the classified management reform of private colleges and universities,clarifies the influencing factors of non-profit making choice of private colleges and universities,puts forward the focal points to guide the construction of non-profit making choice policy of private colleges and universities,and helps the classified management of private colleges and universities to advance steadily. The classified management of private colleges and universities expands the development space of private colleges and universities,but the sponsors of private colleges and universities are still in the transitional period of non-profit and for-profit selection,and the emotion and benefit factors are the main factors affecting the non-profit selection of the sponsors of private colleges and universities. Policies play a key role in promoting the development of private colleges and universities. The organizers are both “moral people” and “economic people”,guiding the non-profit selection of private colleges and universities,and local policy construction should reflect the inclusiveness and humanization of policies.
