In 2018，the scale of preschool children in private kindergartens in Henan accounted for more than 40% of the total scale of students in private schools in Henan province，and it has maintained the momentum of scale growth in the past 30 years. In 2019，the scale of private preschool education in kindergartens declined for the first time. Through the visit to some private kindergartens in the province and the private preschool education data analysis，facing with the increase of government investment in public kindergartens，the enrollment problem caused by the decrease of births and the severe impact of COVID-19 epidemic on private kindergartens，this paper conducts an empirical study on how to adapt to the new environment and realize good and rapid development of private preschool education，which are private preschool education founders，participants，researchers generally concerned about. This paper argues that the inflection point of private preschool education from scale growth to connotation development has come，the government should increase support for private kindergarten，private kindergartens should in the training plan，garden tube theory，parents service，quality of care and education，teachers and other aspects of the construction of good internal skills.
