在经济全球化的背景下，供应链的合作与竞争在国家间的合作与竞争关系中扮演更为重要的角色。在我国，供应链已经上升为国家战略，成为培育新增长点、形成新动能的重要领域，也成为衡量我国全球经济竞争力的一个重要指标。
首先，本文概述了我国供应链发展的四个阶段，包括内部资源整合的1。0阶段、内外资源整合的2。0阶段、价值链协作的3。0阶段以及智慧供应链的4。0阶段。
其次，通过对比美国、日本的供应链管理模式与中国的供应链管理模式，指出中国供应链的特点，包括供应链的虚拟规模与虚拟能力、产业链的集聚效应、供应链上下游企业关系动态化，以及支持性服务的第三方化。本文还阐述了蒙牛乳业（集团）股份有限公司（简称蒙牛）、百丽国际两家传统企业的供应链创新转型，以及北岛博智产业园（简称北岛博智）和营口仙人岛石化的新型产业供应链服务创新。
最后，本文提出建设中国特色的产业供应链公共服务体系的总体思路，为产业链企业提供从创新研发、采购供应、制造生产到零售流通各阶段的基础公共服务，有助于提高企业、产业以及区域之间的协同发展能力，推动形成各行业企业联动的产业供应链发展格局，实现企业的降本增效与产业的转型升级。
<<In economic globalization，the competition and cooperation in global supply chains are more and more important in the relationship between worldwide countries. Supply chain development has risen to a national strategy in China. It becomes an important area for economic growth and an important indicator for measuring global economic competitiveness.
Firstly，This article outlines four stages of supply chain development in China，including the 1.0 stage of internal resource integration，the 2.0 stage of internal and external resource integration，the 3.0 stage of value chain collaboration and the 4.0 stage of smart supply chain.
Secondly，by comparing the differences with the United States and Japan in supply chain models，the characteristics of supply chain in China are clarified，including the virtual scale and virtual capabilities of the supply chain，the agglomeration effect of the industrial chain，the dynamic relationship between supply chain’s upstream and downstream enterprises，and third-party support service. Then，two traditional enterprises，China Mengniu Dairy Company Limited and Belle International Holdings Limited are introduced to elaborate the innovation transformation of their traditional supply chain. Plus，Beidao Bozhi and petrochemical industry in Xianrendao are introduced to elaborate the innovation of their new industrial supply chain service.
Finally，an industrial supply chain public service system with Chinese characteristics is proposed. It could cover basic public services in various stages of innovation and R&D，procurement and supply，manufacturing and retail circulation for industrial chain enterprises. It can help improve the ability of collaborative development between enterprises，industries and regions effectively. Also，it could promote the formation of an industrial supply chain development pattern where enterprises with various scales in the upstream，middle and downstream sectors of various industries are interconnected，which could realize cost reduction and efficiency increase of enterprises and industrial transformation and upgrading.
