本文通过梳理相关政策文献、统计数据和学术研究成果,对过去一年我国民办基础教育发展状况进行了介绍。在民办基础教育政策环境方面,各地在《中华人民共和国民办教育促进法》这一顶层设计下,相继出台了有关收费、招生、学籍监管、分类管理制度落地等细则。从统计数据上看,民办基础教育的办学规模持续扩大,市场需求广阔。经费来源以学费等事业性收入为主,国家财政性经费投入虽有增加,但是和公办基础教育相比,财政支持力度仍然偏低。在教师队伍方面,相对公办基础教育而言,民办基础教育专任教师数量较少,生师比负担较重。此外,民办基础教育发展存在不均衡现象,既体现为民办和公办基础教育之间的不均衡,也体现为民办基础教育体系内的发展不均衡。最后,本文结合学术界相关研究,分析了今后民办基础教育的发展方向和面临的挑战。
<<This chapter introduces the development of non-government elementary education in China in the past year by sorting out relevant policy literature,statistical data and academic research results. In terms of the policy environment of non-government elementary education,under the top-level design of Non-government Education Promoted Law,local governments have successively issued detailed rules on tuition fees,enrollment,school roll supervision and the implementation of classified management systems. From the statistics,the scale of non-government elementary education continues to expand and the market demand is vast. The main source of funds is the undertaking income such as tuition fees. Although the investment of national fiscal funds has increased,the financial support is still low compared with public elementary education. In terms of the teaching staff,compared with the public elementary education,the number of full-time teachers is small and the student-teacher ratio is high. In addition,the development of non-government elementary education is unbalanced. It is not only reflected in the imbalance between non-government and public elementary education,but also in the development of non-government elementary education system. Finally,by combining with relevant academic research,this chapter analyzes the challenges faced by non-government elementary education and provides suggestions for the future development. In view of the problems such as the difficulty in implementing the policies of non-government education,the unclear orientation of running non-government schools,and the small guarantee degree of financial funds,the government should elaborate the classified management policies and innovate the supporting methods,and the non-government education should insist on the misplacement development and provide diversified educational services.
