    2020年民办学前教育发展报告

    摘要

    新时期学前教育政策坚持公办与民办并举,并牢牢把握公益普惠方向,在此导向下,就2001~2018年学前教育的数据进行分析,发现近十几年来民办学前教育发展规模不断扩大,师资数量大幅增加,教师学历水平显著提升,财政性经费和学费也同步增加,但也存在民办学前教育承担责任过大、普惠性不明显、县镇农村民办幼儿教师素质不高等问题。基于此,应切实坚持公办与民办并举的原则,切实加大政府财政性教育经费投入力度,尤其要切实加大普惠力度,着重发展普惠性民办幼儿园。

    Abstract

    The policy of preschool education in the new era insists on the simultaneous development of both public and private,and firmly grasps the direction of public welfare and inclusiveness. Under this guidance,the analysis of the data of preschool education from 2001 to 2018 indicates that the scale of non-government preschool education has continued to expand in the past decade,the number of teachers has substantially increased,the educational level of teachers has been significantly improved,and the financial funds and tuition fees have also increased simultaneously. Nevertheless,there are also problems including that non-government preschool education bears too many obligations,the level of generally beneficial is not obvious,and the quality of rural preschool teachers in rural counties and towns is limited. Based on this,the principle of simultaneous development of public and non-government preschool education should be adhered to,and the government’s financial education funding should be raised. Particularly,the level of generally beneficial should be heightened and focus on the development of inclusive non-government kindergartens.
