In 2019，China completed the task of establishing new EM organizations at all levels of governments，achieving a lot in improving EM capacity. But several serious disasters occurred posed great challenges to the reform process. In this year，China answered questions about the reform performance with achievements as well as pushed up emergency management to a new level with reform policies. Furthermore，outbreak of Covid-19 pandemics demanded China to realize emergency management modernization by deepening reform in the future.
