作为配合商品房制度完善“租购并举”中“购”的部分的重要举措,共有产权房近年(尤其是2019年)获得长足发展。本文第一部分介绍我国共有产权房的发展历史。第二部分在探讨现状、归纳总结共有产权住房类型的基础上,指向当前的一个主要争议:共有产权房是否应该封闭运行?第三部分从产权性保障房所特有的长期可承担性-资产积累这对内在矛盾出发,提出中国应该针对目标群体,设立封闭运行的和不封闭运行的两种共有产权房形式。
<<As an important measure to cooperate with the commercial housing system to improve the ‘purchase’ part of the “rent and purchase simultaneously”,the co ownership housing has made considerable development in recent years (especially in 2019). The first part of this paper introduces the development history of China’s common property rights housing;the second part,on the basis of discussing the current situation and summarizing the types of common property rights housing,points to a major dispute at present:should the common property rights housing be closed operation?In the third part,based on the inherent contradiction of long-term affordability asset accumulation,the author proposes that China should set up two types of common property right housing,closed operation and non closed operation,aiming at the target group.
