This report summarizes the work progress of the pilot counties（cities，districts）of Shanxi Province in 2019 from four aspects：economic strength，livelihood security，living environment and institutional mechanisms，and further put forward suggestions to improve the comprehensive transformation of pilot counties（cities，districts）in Shanxi Province. We should accelerate the innovation of systems and mechanisms，and enhance the endogenous development momentum；speed up the construction of a new open economy system and enhance the execution of business policies；continue to carry out environmental governance to create a beautiful and harmonious living environment；overall promotion of people’s livelihood projects to improve people’s well-being. This is in order to better promote the construction of pilot counties（cities，districts）and build an upgraded version of economic transformation.
