本研究报告在创新视域下,首先分析了山西新型研发机构发展的基础:财政科技投入基本呈增长趋势;已出台相关联的政策;拥有一定数量的科技创新平台;企业的技术创新主体地位增强;企业的创新合作对象多样。其次,分析了山西新型研发机构发展面临的障碍:培育意识较薄弱;支持政策不完善;研发资源投入较低;产学研合作程度不高;研发资源分布不均。最后,提出促进新型研发机构在山西发展的对策建议:做好顶层设计和规划布局;尽快制定支持新型研发机构发展的政策;创新新型研发机构发展模式;创新新型研发机构管理运行机制;加强科技计划和人才计划的支持;加强财政和金融支持;落实税收优惠政策;加大科技成果转化支持力度;科学评价新型研发机构绩效;优化新型研发机构人才管理机制;强化优质新型研发机构的引领示范效应。
<<From the perspective of innovation,this paper firstly analyzed the development base of new R&D institutions in Shanxi. As follows,the financial investment in science and technology basically showed an increasing trend,the related policies have been introduced,a certain number of technology innovation platforms have been established,the position of enterprises as the mainstay of technological innovation has been enhanced,and the cooperation targets of enterprise innovation are diverse. Secondly,the obstacles facing the development of new R&D institutions are analyzed. As follows,weak cultivation awareness,inadequate supportive policies,low investment in R&D resources,low degree of industry-university-research cooperation,and uneven distribution of R&D resources. Finally,the countermeasures for promoting the development of new R&D institutions in Shanxi are put forward:doing top-level design and planning layout well,developing policies to support the development of new R&D institutions as soon as possible,innovating the development models of new R&D institutions,innovating the management mechanism of new R&D institutions,strengthening support from science and technology programs and talent programs,strengthening fiscal and financial support,implementing preferential tax policies,increasing support for the transformation of scientific and technological achievements,evaluating the performance of new R&D institutions scientifically,optimizing the talent management mechanism of new R&D institutions,and strengthening the leading and demonstration effect of high-quality new R&D institutions.
