From the perspective of innovation，this paper firstly analyzed the development base of new R&D institutions in Shanxi. As follows，the financial investment in science and technology basically showed an increasing trend，the related policies have been introduced，a certain number of technology innovation platforms have been established，the position of enterprises as the mainstay of technological innovation has been enhanced，and the cooperation targets of enterprise innovation are diverse. Secondly，the obstacles facing the development of new R&D institutions are analyzed. As follows，weak cultivation awareness，inadequate supportive policies，low investment in R&D resources，low degree of industry-university-research cooperation，and uneven distribution of R&D resources. Finally，the countermeasures for promoting the development of new R&D institutions in Shanxi are put forward：doing top-level design and planning layout well，developing policies to support the development of new R&D institutions as soon as possible，innovating the development models of new R&D institutions，innovating the management mechanism of new R&D institutions，strengthening support from science and technology programs and talent programs，strengthening fiscal and financial support，implementing preferential tax policies，increasing support for the transformation of scientific and technological achievements，evaluating the performance of new R&D institutions scientifically，optimizing the talent management mechanism of new R&D institutions，and strengthening the leading and demonstration effect of high-quality new R&D institutions.
