Carrying out comprehensive reform pilot area of energy revolution in depth is not only a great mission entrusted to Shanxi by the CPC central committee，but also a historical opportunity to promote the transformation and development of resource-based economy in Shanxi. This report deeply analyzes the development status of the energy revolution in Shanxi，and finds that Shanxi has made great progress in policy support，energy supply，energy consumption，energy technology，system and mechanism，and opening-up in recent years. However，during the development of the energy revolution in Shanxi，there are still problems such as high-quality energy supply，technological innovation and talent support，and opening-up to be strengthened urgently，relatively unbalanced energy consumption structure，and relatively backward system and mechanism. In response to various problems during the development of the energy revolution，this report puts forward some policy suggestions，such as unswervingly improving the quality and efficiency of the energy supply system，building a model of clean and low-carbon utilization of energy，promoting energy technological innovation and related institutional changes，expanding the opening-up of energy，providing a breakthrough path for Shanxi to promote the construction of comprehensive reform pilot area of energy revolution，and giving full play to the exemplary and leading role of Shanxi in promoting the national energy revolution.
