From the perspective of the strategic position of coal in China’s primary energy structure，this paper analyzes that there are still some practical problems and deep-seated contradictions in the Coal Industry in Shandong Province due to historical and practical reasons. It is suggested to accelerate the construction of “1236” long-term management and control system，promote the clean and efficient use of coal，and improve the driving force for high-quality development.
