“三社联动”是新时期社会治理创新的新举措,为社区发展带来新的支撑。这一新生事物在嵌入原有社区治理特别是西部地区发展的过程中,面临着一些特殊性挑战。本研究通过对甘肃省“三社联动”试点社区的调查,发现存在如下挑战:行政主导下的“三社联动”专业社工发展空间不足;三社“联”而不动,难以有效协调和高效运转;社区社会组织发育迟缓,不能有效发挥其在社区治理中的作用;社会工作介入浅层化、社区参与形式化等问题突出存在。同时社工人才队伍发展长期滞后于人民群众对社会工作服务的需求也是制约“三社联动”进一步发展的瓶颈。社工、社会组织等容易被原有行政体制吸纳,而使得原有行政体系进一步扩展,使“三社联动”存在“内卷化”的风险。本文结合问题产生的实践环境提出相应的政策建议,以期对这一实践探索实现良好运转有所裨益。
<<“Three Social Co-ordinations” is a new measure of social governance innovation in the new era,bring new support to community development. This new thing is facing some special challenges in the process of embedding the original community governance,especially in the development of the Western Region. Through the investigation of the pilot community of “Three Social Co-ordinations” in Gansu province,this study found the following challenges:The development space of professional social workers under the leadership of administration is insufficient;The three associations are “linked” without moving,which is difficult to effectively coordinate and operate efficiently;Community social organizations are stunted and cannot effectively play their role in community governance;The problems of shallow involvement in social work and formalization of community participation are prominent. At the same time,the development of social workers’ talents lags behind the people’s demand for social work services for a long time,which is also a bottleneck restricting the further development of the three social cooperatives. Social workers,social organizations,etc. are easily absorbed by the original administrative system,which further expands the original administrative system,making the “Three Social Co-ordinations” risk of “involvement”. This article puts forward the corresponding policy suggestions based on the practical environment generated by the problem,with a view to helping the practical exploration to achieve a good operation.
