社区治理是我国基层治理的重要内容,以社区服务站为切入点的微治理与微改革,是完善基层治理的有益探索。本文聚焦北京市社区服务站改革,回溯服务站改革背景,详尽介绍西城区广安门内街道老墙根社区服务站综合设置试点改革的历程、内容与特色,并结合场景理论、治理理论等进行深入分析。笔者认为,社区服务站通过转型升级,树立新角色、打造新场景、重塑新机制,变身为链接多方的治理中心,较好地回应了居民需求,提高了社区治理的效能。改革实践致力于场景化社会空间的生产,推动整合式治理模式初步显现,启发笔者进一步思考有关基层治理的问题,提出深化改革的若干建议。
<<Community governance is an important part of grass-roots governance in China. Micro governance and micro reform based on community service station is a useful exploration to improve grass-roots governance. This paper focuses on the reform of Beijing community service station,tracing back to the background of the reform,and introducing in detail the process,content and characteristics of the comprehensive pilot reform of Laoqianggen community service station in Guang’anmen Inner Street of Xicheng District,and making in-depth analysis in combination with “The Theory of Scene” and “Governance Theory”. The author believes that the community service station,through transformation and upgrading,establishes a new role,creates a new scene,reshapes a new mechanism,becomes a governance center linking multiple parties,better responds to the needs of residents,and improves the efficiency of community governance. The reform practice is committed to the production of scene social space,promoting the initial appearance of integrated governance mode,inspiring the author to further think about the problems of grass-roots governance,and put forward some suggestions for deepening the reform.
