Community consultation has become an important means and platform to promote effective community governance，and it will be an inevitable development trend in the new period. Based on the research，this paper analyzes the basic operation characteristics，operation mechanism and effect，influencing factors，existing problems and optimizing path respectively. It is found that most of the communities with community consultation halls have a high level of development，and different communities have carried out different innovative practices under the overall framework of community consultation with their own characteristics and actual conditions. The development degree of community consultation is more directly related to the contribution degree of the benefit subject who grasps the advantage resources of the community，and the implementation of the result of consultation has become the key problem that restricts the community consultation. Only in this way can the effective conduct of the consultation process be guaranteed.
