Based on the fieldwork and investigation of Hongqiao Town of Minhang District in Shanghai，this article generalizes the positive effects and existent problems of community self-governance in buildings and residents’ participation，and then provides certain policy advice. Community buildings’ construction in Hongqiao has positive effects on the party building，team building and self-governance. On the other hand，there are still different problems of governance among communities，together with other problems of particular buildings’ construction，basic system of the party，stability of grassroots leaders and level of residents’ participation. Then ten pieces of advice are provided to promote community self-governance.
