    2019年社区老年教育发展的困境分析及策略应对

    摘要

    社区老年教育是实现全民教育、终身教育的关键,也是积极老龄化实现的路径。人口老龄化背景下,老年人对学习的巨大需求与有限的资源供给之间的矛盾是当前社区老年教育面临的突出难题。本文认为,破解这一难题一方面要从观念层面推进老年教育从“福利导向”向“资源导向”转变,运用终身教育的理念和积极老化的视角,培育老年人自主学习的意识,激发老年人的自我潜能,从而为老年人营造一种积极向上的乐龄者形象;另一方面在实践层面上,尽快明确社区老年教育的主管部门,细化老年教育的政策法规,构建完善的老年教育服务体系,加大老年教育专业人才的培养等,从根本上解决社区老年教育实际困境。

    Abstract

    Elderly education,as an important part of lifelong education is also an important method of realizing active ageing. Under the context of population aging,a prominent problem facing the current elderly education lies in the contradiction between the huge demand of the elderly for learning and the limited resource supplies. This article believes,on the one hand,conceptually speaking,we must boost the transfer of the “welfare-oriented” elderly education to the “resource-oriented” one to solve this problem. Besides,we should cultivate the elderly’s independent awareness of being educated and focus on stimulating their own potential by adopting the concept of lifelong education and the perspective of active aging,thereby creating a positive image of senior citizen for the elderly;on the other hand,practically speaking,we must clarify the competent department for elderly education as quickly as possible,refine the policies and regulations for elderly education,establish a sound service system for elderly education,and enhance the training of senior education professionals,etc. All of these are important measures to effectively solve the practical dilemma of elderly education.
