As one of the three pension models，community care service for the elderly plays an important role in the development of pension service in China，because it can effectively link and bridge the disadvantages of family care and institutional care for the elderly. It is an urgent task how to optimize the service function of community care for the elderly and integrate service resources to meet the needs of the elderly in the community. It is necessary to develop the top-level design construction of the community care service system in order to promote the community embedded care model to the community integrated service care，effectively integrate multiple service resources within the community，and form a convenient，accessible and optional community care effective supply model integrating public welfare and inclusive marketization.
