科学合理的公益服务机构薪酬福利制度,对于建立高效廉洁的队伍,促进公益服务机构正常运转具有重要意义。本报告通过分析介绍日本、比利时、新加坡三个国家公益服务机构薪酬福利制度,从中得到我国公益服务机构薪酬福利制度发展建设的三点启示:一是优化公益服务机构薪酬结构,提升基本工资比重,加强基本工资的保障功能;二是建立健全公益服务机构薪酬福利调整的调查比较机制,动态调整薪酬福利水平;三是丰富公益服务机构福利与保障种类,提高职员对薪酬福利的整体满意度。
<<A scientific and reasonable public service institution’s salary and welfare system is of great significance for establishing an efficient and honest team and promoting the policy operation of public service institutions. This report introduces the salary and welfare systems of public service institutions in Japan,Belgium,and Singapore,and draws three enlightenments for China. The first is to optimize the salary structure of public service institutions,and strengthen the guarantee function of basic wages. The Second is to dynamically adjust the level of salary and welfare with a comparison mechanism between public service institutions and firms. The third is to enrich the types of welfare and security of public welfare service institutions,and improve the overall satisfaction of employees and operation efficiency.
