    2019年国有企业工资增长对企业创新的影响分析

    摘要

    本报告从工资增长、工资水平的视角,运用实证分析方法区分并探讨了2012~2018年全行业、高新技术行业国有上市公司高管、职工工资分配对企业创新的影响机制。主要结论为:上市公司高管、职工薪酬水平以及内部薪酬差距与创新产出显著正相关;职工工资增长对企业研发强度有正向作用,提高研发强度有利于提高总专利数量、发明专利数量等创新产出,创新产出对企业长期盈利能力有积极作用。本报告的政策启示是:加快实行以持续工资增长促进企业创新为导向的分配政策;为促进创新,国有企业高管及职工薪酬水平要保持足够竞争力并实施中长期激励;对高新技术企业实施工资总额与总专利数量等创新产出联动工资决定机制;进一步出台促进风险投资及资本市场支持企业创新的政策措施。

    Abstract

    Motivating innovation is very important in stated-owned enterprise in China. From the perspective of wage growth and wage level,this report studies the mechanism of executives,employee wage distribution affecting innovation by comparing the whole industry and high-tech listed companies in 2012-2018. The conclusions are as follows:the wage level and the internal wage gaps of the listed companies are significantly positively related to the innovation output;the increase of the employee’s wage has a positive effect on the R&D intensity of the firms,and the improvement of the R&D intensity is beneficial to the improvement of the total number of patents,and the innovation output has a positive effect on the long-term profitability of the firms. The following policy implications are derived:to implement a distribution policy for firms that promotes innovation through sustained wage growth;to promote innovation,the wage levels of state-owned enterprise executives and employees should remain sufficiently competitive and implement medium- and long-term incentives;to implement a mechanism for determining wages linked to innovation outputs such as total number of patents or inventions for high-tech enterprises;to further introduce policies and measures to promote venture capital investment and capital market support for innovation-motivating.
