Ocean accounts for 71% of the globle，with abundant resources. Shenzhen is vigorously promoting the construction of a global central city. Bao’an District has 45 kilometers of coastline resources，accounting for about 20% of the whole city. Bao’an District has its great potential in marine economy. The paper analyzed the significance and problems faced in the marine development of Bao’an Distric. It put forward the suggestion for Bao’an’s development of marine economy from the aspects of space layout，key industry direction and main measures.
