The deepening of economic globalization has witnessed the trend on the international innovation. For instance，the allocation of innovative resources，innovative entrepreneurial activities and innovative services have been increasingly globalized. Three development modes have been formed-offshore innovation，cross-border innovation and international innovation. Offshore innovation emphasizes on connecting the innovation resources from advanced areas；cross-border innovation focuses on the cross-border convenient flow of innovation elements；international innovation focuses on the radiation of innovation resources. The three modes can be conducted in parallel. Shenzhen can follow the trend，seize the opportunity，with the Shenzhen-Hongkong science and technology cooperation as its grasp. At the same time，Shenzhen can take the above-mentioned three modes using offshore innovation，thus actively integrating into the global innovation network.
