Development of Guangdong-Hong Kong-Macao Greater Bay Area’s urban cluster needs to span not only the geographical boundaries but also the boundaries of political systems，mechanisms and cultural backgrouds. Through the studies on the existing difference in the rule and system of Guangdong-Hong Kong-Macao Greater Bay Area，the paper proposed the development strategies focusing on the rule convergence to faciliate the free flow of the factors，which can help to build the new growth pole of Guangdong-Hong Kong-Macao Greater Bay Area.
