The ICV（Intelligent Connected Vehicle） in Shenzhen has been comprehensively developed. Not only the ICV enterprieses such as BYD Auto Co. are based in Shenzhen，but also the national leading telecommunication enterprises such as Huawei and ZTE，which could provide the technological support for the development of ICV. A group of internet enterprises headed by Tencent are also proactively pushing forward the formation of the ICV landscape. The report herein analyzes the industrial ecology of ICV in Shenzhen and then proposes the related suggestion for the development in the next step. Through the field visit and literature analysis，the author proposes that the ICV industry in Shenzhen has its obvious industrial features and competitive advantages. The industrial cluster scale has initially emerged with well-performing indsutrial structure and business ecology. The technological innovation ecology has generally formed among industries with high cooperation connecting the industries，universities and researches. However，there exsit shortcomings in the industrial policies，the research and application of the core technologies. Testing places for products are insufficient as well as a set of unified criteria. In the next step，Shenzhen could issue the specialized policies on optimizing the ICV industry，promote the R&D and industrialization of core technology，faciliate the construction of testing places and set the criteria，thus promoting the whole ICV industy in Shenzhen.
