深圳市建设国家新一代人工智能创新发展试验区需要更加科学、全面的人工智能产业政策支撑。以深圳市“1+N”人工智能产业政策体系的供给侧、需求侧、环境侧三方面政策工具内容为基础,对比分析并研判领先国家的产业政策(主要是美国)、上级部门的产业政策(主要是国家和广东省)、具有同类可比城市的产业政策(主要是北京、上海、广州)对深圳市人工智能产业政策工具的可借鉴性,最终提出13条改进建议,如把发展科技金融作为人工智能产业资金支持政策的一部分、支持专业化众创空间示范、明确具有深圳市特色的政策立意、加强税收支持等,以期进一步提升深圳市人工智能产业政策的科学性和全面性。
<<Shenzhen requires more scientific and comprehensive policy support on AI industry when conducting a new generation of national pilot zone on AI innovation development. The paper was based on the policy tools from the “1+N” AI industrial policy system in Shenzhen at three dimensions-supply side,demand side and environment side. The comparative analysis was made on the industrial policies of the leading countries such as the United States,as well as the industrial policies from the upper governmental departments such as Guangzhou provincial government and national government. The industrial policies applied in other comparable cities at the same level were also put into analysis herein,such as Beijing,Shanghai and Guangzhou,for the reference. In the final analysis,there were 13 suggestions for improvement proposed to make the AI industrial policy tools in Shenzhen more scientific and comprehensive.
