Dongguan comprehensively implements the relevant national and provincial deployments，deeply implements the strategy of innovation-driven development，adapts to local conditions and adapts to the times，and studies and issues a series of science and technology policies. This report summarizes the characteristics of Dongguan’s science and technology policy that focuses on top-level design leadership，perfect science and technology policy system，and emphasis on improving the atmosphere of innovation. Taking Shenzhen as a benchmark，a comparative analysis of Dongguan and Shenzhen’s science and technology policies is carried out，and basic research on Dongguan’s science and technology policies is proposed Challenges such as relatively lagging policies and difficulties in implementing some science and technology policies，and finally taking the Dongguan Science and Technology Credit Policy as an example to evaluate the implementation effect of Dongguan’s science and technology policy.
