The integrated development of the Hangzhou Metropolitan Circle and the Shanghai Metropolitan Circle is not only the need to implement the national strategy for the integration of the Yangtze river delta，but also to consolidate the core position of the Hangzhou Metropolitan Circle，or to promote the structural reform of urban supply side. Conditions for the integrated development of the two Metropolitan Circles have been put in place，and it should extract experience and draw a lesson of the integrated development from Beijing-tianjin-hebei Urban Agglomerations，Beijing and Tianjin；Guangdong-Hong Kong-Macau Greater Bay Area，Guangzhou and Shenzhen；Chengdu-Chongqing Urban Agglomerations，Chengdu and Chongqing；Japan Pacific Coast Urban Agglomeration，Tokyo and Osaka；Atlantic Coast Urban Agglomeration of the United States，New York and Boston. It should also research on the trend of the integrated development of the two Metropolitan Circles，solve the six problems of integrated development of the Metropolitan Circles；and finally put forward suggestions for promoting integrated development.
