Constructing a “high-quality zone of sports public service” is the direction of advancement of sports work in the Hangzhou Metropolitan Circle. Based on the practice of Hangzhou as the core city of the Hangzhou Metropolitan Circle，this report studies the development ideas about sports of the Metropolitan Circle. Through expert interviews，discussions，questionnaires，and data analysis，this report proposes a concept of coordinated development to improve resource allocation，analyzes the basic conditions，overall goals，policy shortcomings and path selection for collaborative development，and puts forward policy recommendations.
