杭州都市圈在推进生态文明、美丽中国建设过程中先行先试，大胆创新，成效显著，先行探索出一批可复制、可推广的有效做法和成功经验，形成了一批具有借鉴意义和推广价值的示范样本，是美丽中国建设的“先行区”和“样板区”。本报告深入调研杭州都市圈生态文明、美丽建设现状，系统总结了杭州都市圈生态文明、美丽建设在目标责任制、地方标准、“五水共治”、“五气共治”、生活垃圾分类、美丽城镇建设、“亩均论英雄”、“最多跑一次”、智慧城市建设、绿色交通等方面的成效和示范样本，系统分析存在的问题和发展趋势，并提出了在新时代、新战略、新一体化趋势下，高起点共建美丽中国先行示范区，及高标准打好污染防治攻坚战、实施生态环保一体化政策、推进风险防范一体化建设和创新生态文明一体化机制体制等。
<<In the process of promoting the construction of ecological civilization and beauty，the Hangzhou Metropolitan Circle has tried first，made bold innovations，and achieved remarkable results. It first explored a number of effective practices and successful experiences that can be replicated and promoted，and formed a series of model samples with reference significance and promotional value. Hangzhou Metropolitan Circle is the “leading area” and “model area” for the construction of beautiful China. This report deeply investigates the status quo of the construction of ecological civilization and beauty in Hangzhou Metropolitan Circle，systematically summarizes the effectiveness and demonstration samples of the construction of ecological civilization and beauty in Hangzhou Metropolitan Circle，systematically analyzes the existing problems and development trends，and proposes countermeasures and suggestions for deepening the construction of beautiful Metropolitan Circle.
