全域旅游已经成为旅游业发展的新趋势。湖州市是首批创建国家全域旅游示范区试点城市，全域创建都市圈旅游标杆区对于带动都市圈旅游发展具有重要的推动作用。本报告以湖州全域旅游创建为研究对象，以创建杭州都市圈全域旅游标杆区的标准来衡量和剖析湖州全域旅游创建存在的问题，并结合杭州都市圈旅游全域发展面临的机遇，从区域工作机制建设、旅游产业转型升级、强化要素支撑、发挥旅游叠加效应等几个方面提出湖州推进全域旅游标杆区建设的举措，即注重借势借力，激发内生力量，增强发展后劲，注重融合创新。
<<All-region tourism has become a new trend in the development of tourism. Huzhou is one of the first pilot cities to establish a national tourism demonstration zone. The establishment of a tourist benchmarking zone in the Metropolitan Circle has played an important role in promoting the development of tourism in the Metropolitan Circle. This report discusses the status and issues of the tourism development in the whole area of Huzhou，creates a path to establish the All-region Tourist Benchmarking Zone of Metropolitan Region by Huzhou.
