By combing the policies and measures issued by relevant departments in 2019，this paper found that the management and control of the housing rental market is increasing and deepening. The data shows that there are obvious differences in the scale and price of housing lease among the eight cities in Shaanxi Province，and there are many factors that affect the housing lease. As the capital city of Shaanxi Province，Xi’an needs to perfect professional institutions，cope with limited supply of houses，develop online trading platform，etc.，so it is very necessary for management agencies to coordinate regulation.
