    2019~2020年中国高聚集游客群安全的形势分析与展望

    摘要

    近年来,我国高聚集游客群安全事故频发。2019年高聚集游客群安全形势严峻。通过144起高聚集游客群安全事故的统计分析发现,高聚集游客群安全事故具有一定的时间与空间特征,10月是高聚集游客群安全事故的高发期,2月与5月是次高发期,其次高聚集游客群安全事故主要发生在国庆、春节黄金周和周末等时间段;事故主要发生在四川、广东、江苏、陕西以及浙江等省份;涉及历史圣地类、江河湖泊类、山岳类以及海滨海岛等多种类型的景区;其发生环节涉及游览、游乐、餐饮以及交通等;发生空间节点包括热门景区、交通要道、出入口以及停车场等10个空间节点。人员因素、设施设备因素、环境因素以及管理因素依然是影响高聚集游客群安全事故的主要因素。展望2020年,高聚集游客群安全仍然需要从加强人员安全意识、完善景区设施设备、加强环境监测预报以及提高景区管理水平等方面预防与改进。

    Abstract

    In recent years,there are lots of accidents of the high aggregated tourist crowds (HATCs) in China. The security situation for HATCs in 2019 is serious. This paper collects 144 accidents of the HATCs through Baidu news and Sina weibo. Then,through statistical analysis,we found that:there are certain time and space characteristics for accidents of the HATCs. October is the peak month for the accidents of the HTACs,February and May followed. National Day Golden week and Spring Festival are the most important periods for the HATCs accidents. The accidents mainly occurred in SiChuan,ShanXi,JiangSu,GuangDong and ZheJiang. In terms of distribution place,historical sites,rivers and lakes,mountains and coastal islands are the main place of the HATCs accidents. Its occurrence link involves the tour,the amusement,the food and beverage and the transportation and so on;the occurrence space joint include popular scenic spots,traffic arteries,entrances and exits,and parking. Personnel,facilities and equipment,environment and management are still the main reasons for accidents of the HATCs. Looking forward to 2020,for the HATCs,it still need to enhance and improve from the following aspects:strengthening personnel safety awareness,improving scenic spot facilities and equipment,strengthening environmental monitoring and forecasting and improving scenic spot management level.
