    2019~2020年中国涉旅公共卫生事件的安全形势分析与展望

    摘要

    2019年,我国涉旅公共卫生安全总体形势依然严峻,并有加重的趋势。主要特征有:食物中毒事件数量增加,但发病总人数减少,事件等级降低;涉旅传染病疫情发病人数增加比率较高,冬季诺如病毒和游客在东南亚旅游感染传染病携带输入量增加。年底,在武汉市发生了新冠肺炎疫情;涉旅突发疾病事件数量和发病人数与2018年基本持平。涉旅公共卫生事件容易发生在夏季高温与学生假期叠加的7月。2019年,国家加强了食品安全立法和对食品安全管理人员的监督考核,并要求加强食品生产企业的安全知识培训,同时强化了传染病疫情和突发公共卫生事件网络直报。2019年,涉旅公共卫生安全事件形势严峻的核心因素主要有病毒性传染疾病暴发、游客防范意识薄弱、监督防控存在漏洞等。因此,2020年,全国各地各级涉旅部门应加强安全意识教育和执法监督管理;促进旅游公共卫生的国际协作;进一步完善旅游公共卫生风险预防与应急救援服务网络。

    Abstract

    In 2019,the overall situation of tourism-related public health security in China was still severe,with an overall trend of aggravation. The numberof food poisoning incidents increased,but the total number of cases decreased,and the event level decreased. The incidence of travel-related infectious diseases increased at a high rate. In the winter,norovirus outbreaked and tourists infected with infectious diseases increased in southeast Asia. At at the end of the year,COVID-19 epidemic occurred in wuhan. The number of travel-related emergencies and cases in 2019 were basically the same as in 2018,but death toll rised. Travel-related public health incidents tended to occur in July,when summer heat and student holidays overlap In 2019,the state strengthened food safety legislation and supervision and assessment of food safety management personnel,and required food manufacturers to strengthen safety knowledge training,while strengthening the direct report of infectious diseases and public health emergencies.The key factors in the grim public health security situation in 2019 were the outbreak of viral infectious diseases,the weak awareness of tourists,and loopholes in supervision and control. Therefore,travel related departments at all levels throughout the country should strengthen safety awareness education and law enforcement supervision and management in 2020;and promote international collaboration on public health in tourism. And we will further improve the tourism public health risk prevention and emergency rescue service network.
