住房制度旨在解决住房困难群众的居住问题,但由于经济发展状况、社会制度水平、土地供应能力等因素的限制,住房制度的功能效果还需完善。本文通过对深圳市40年的住房制度发展进行研究,对正在推行的以多主体供给、多渠道保障、租购并举的住房保障与供应体系为核心内容的“1+3+N”公共住房制度的重点分析,梳理住房制度发展的基本逻辑,认为住房法治化进程加快、住房民生属性突出、住房租赁市场壮大是未来深圳住房制度发展的重要趋势。
<<The housing system aims to solve the housing problems of people with housing difficulties,but due to the limitations of economic development,social system level,land supply capacity and other factors,the function and effect of the housing system need to be improved. Through the study of the 40-year history of the development of the housing system in Shenzhen,focusing on the “1+3+N” public housing system with the core content of the housing security and supply system of multi-subject supply,multi-channel security,and rent-purchase simultaneously. Analyze and sort out the basic logic of the development of the housing system,and believe that the acceleration of the legalization of housing,the outstanding livelihood of housing,and the growth of the housing rental market will be important trends for the development of the Shenzhen housing system in the future.
