A series of safety accidents that occurred in recent years，such as Guangming landslide and Longgang tire shop fire，have highlighted the blanks and omissions in the formulation and implementation of urban public safety laws and regulations in Shenzhen. By studying the “growth history” of Shenzhen’s urban public security laws and regulations，it could be found that there are still some problems in Shenzhen’s urban public security laws and regulations. For example，the diversified co-governance system has not been established；the general legislation of public security is yet to be strengthened. In the context，it is urgent to solve the problems through the following measures：to formulate unified urban public safety management regulations；to establish a diversified co-governance legal system；to set up high-quality professional administrative teams.
