In 2019，the opinions of the CPC central committee and the state council on supporting Shenzhen in building a pioneering demonstration zone for socialist modernization with Chinese characteristics give Shenzhen rule of law city demonstration positioning，and accelerate the development of the rule of law in Shenzhen. We improved the legal system by fully exercising the legislative power of the special economic zone，refined the rule of law of the government，deepened the judicial reform，fully expanded the building of the wisdom of law，and made new progress in a law-based society. In 2020，Shenzhen will accelerate the establishment of a “demonstration city under the rule of law”，take the lead in the construction of the rule of law，and strive to develop replicable experiences，so as to contribute Shenzhen’s wisdom，plan and experience to the construction of a law-based country.
