The present research report analyzes the cleanup of local laws and government regulations on institutional reform，matters of certification，construction projects examination and Approval in Guangzhou. This report sorts out the basic theory and experiences of cleaning up local laws and government regulations. Based on the actual conditions of promoting rule of law in Guangzhou，several thoughts on establishing the immediate cleanup system of local laws and government regulations in Guangzhou are put forward，which is of guiding significance and reference value.
