    2019年流域视角下北京市水环境质量的综合评价和治理对策

    摘要

    本文基于水文过程和污染物水文迁移过程,在流域视角下研究北京市水环境时空特征,综合评价水环境治理效果。研究发现,从空间分布特征看,流域北部地区地表水质量显著优于南部地区,西部地区地表水质量优于东部地区,表明地表水体流经中心城市地区后,水质开始恶化,从而揭示出中心城区是流域污染的主要来源。从流域水环境的时间变化来看,2018年1月流域地表水体水质较差,7月有所好转,11月又开始变差,2019年1月继续恶化,7月地表水体才有所改善,11月地表水体继续保持改善趋势。北京市4条出境河流水质2019年较2018年均有显著的改善,大部分达到规划目标。近年来,北京市从科学治污策略、稳健推行河长制、完善治水制度和推进工程措施等方面治理水环境。建议北京市努力探索市场化流域治理机制,吸引社会资本参与,继续推行责任主体协同管控、污染源头控制和生态补水等措施,综合治理流域水环境。

    Abstract

    With the presupposition of ecological protection to develop,Beijing has gained some achievements in water quality improvement. However,it is urgent to make a comprehensive assessment of water environment quality under the view of basin,to support some precise suggestions for the government. Hydrological process and the pollutants migration process in the basin is the key to give a comprehensive assessment of the water environment improvement. In the first part,firstly,overlapping the monitoring data of the surface water quality of the Beijing Basin in 2018 and 2019 on the river system net,a water quality thematic map of the spatial-temporal distribution in the basin was obtained. Overall in the basin,the surface water quality in the north of the basin was significantly better than that in the south,and that in the west is better than that in the east. After the surface water flowed through the central urban areas,the water quality deteriorated further. It revealed that central urban areas were still an main source of basin pollution. Secondly,the water quality of the river basin in January 2018 was poor,and it improved in July 2018. However,it began to deteriorate again in November,2018. It continued to deteriorate in January 2019. The river water quality improved in July,2018,and the river water quality continued to improve in November,2018. Thirdly,four rivers flowing out from Beijing boundary were found that the water quality on the outflow section from Beijing boundary in 2019 had a very significant improvement compared with that in 2018. The four rivers had reached water quality target in most months of 2019. In the second part,it demonstrated the reasons why Beijing had achieved periodic results,that were scientific strategies to control the pollution,China’s river and lake management system,engineering measures to carry out and system construction to manage water pollution. In the last part,some suggestions for Beijing’s future water quality management would be explored,including new market access mechanisms,coordinated control,source control,and ecological water replenishment to continue.
