即将实施的《北京市生活垃圾管理条例》开启了生活垃圾强制分类的征程,并赋予物业公司以居民小区的垃圾分类管理责任人职责。调研发现,居民和物业针对垃圾分类都没有做好准备,居民知而不行,物业无动力、无能力、无资金开展垃圾分类管理。要保证《北京市生活垃圾管理条例》能落地实施,需要对居民开展全方位宣传动员,建立记录、公示、再教育、处罚机制,对物业要先由第三方公司和居委会共同进行能力建设,建立造血机制,成熟后再履责。
<<The forthcoming “Regulations on the Management of Municipal Solid Waste in Beijing” will begin the compulsory classification of domestic waste,and will give property companies the responsibility of responsible for the management of garbage classification in residential areas. The survey found that residents and property companies are not ready for garbage classification. Residents know they should do this but do not act. The property has no motivation,no ability,and no funds to do this. Need to carry out all-round publicity and mobilization on residents,establish a mechanism for recording,publicity,re-education,and punishment. The third-party company and the neighborhood committee should jointly build the capacity of the property companies so that they have a hematopoietic mechanism. Only when property companies are mature can they fulfill their duties.
