2016年,全国各地反垃圾焚烧厂的邻避运动依旧此起彼伏。其产生根源与当前焚烧风险传播的“技术模式”密切相关,其后续效应则为垃圾“多元共治模式”建构提供了动力。故从系统视角来看,垃圾污染、焚烧风险、邻避运动共同组成一条彼此嵌入的“垃圾危机链”,其化解需要立足社会维度,识别三者间关联,逐个击破:首先,焚烧风险传播,应由“技术模式”向“民主模式”转型;其次,邻避运动治理,应由“负功能防控”向“正功能发挥”转型;再次,垃圾污染缓解,应由“单中心管理”向“多中心治理”转型。三者协力,最终实现从技术面向的“垃圾处理”、权力面向的“垃圾管理”转变为社会面向的“垃圾治理”。
<<There remained Not in My Backyard (NIMBY) movements against waste incineration plants across China in 2016. The primary cause of such movements has much to do with the current technical mode of communicating risks of incineration,with its subsequent effects driving the forming of a multi-participant waste management pattern. From a systematic perspective,therefore,waste pollution,risks of incineration and NIMBY movements constitute a chain of waste crises whose parts link with one another and whose removal requires breaking individual parts by identifying their relations from a social point of view. First,the risks of incineration should be communicated in a democratic,no longer technical,mode. Second,NIMBY movements should be dealt with by leveraging their positive effects rather than preventing their negative ones. Third and last,waste pollution should be alleviated by means of multi-center governance in place of single-center management. The synergy of efforts in these three areas will ultimately turn technology-oriented waste treatment and power-oriented waste management into society-or iented waste governance.
