伴随2022年北京冬奥会的筹备,中国冬季运动和冰雪产业面临着良好的发展前景。本文以挪威利勒哈默尔冬奥会、美国盐湖城冬奥会和加拿大温哥华冬奥会为例,分析冬奥会场馆赛后利用的开发、运营和投资模式。以上三地的冬奥会场馆赛后利用呈现出场馆经营主体多元化、服务内容专业化和多样化并存、设立奥运遗产管理信托基金来支持场馆运营等特点。中国2022年北京冬奥会场馆的赛后利用应贯彻和实践《奥林匹克2020议程》,运营模式多样化;加强赛前规划,发挥赛事杠杆效应;推动综合体建设,促进场馆区域集团化发展;创新资金支持模式,满足场馆改造维护需求等;系统谋划、合理制定相关方案,保障奥运遗产的有效利用。
<<As Beijing prepares for the 2022 Winter Olympic Games,China’s winter sports and related industries are gaining momentum. This paper takes the Lillehammer Winter Games in Norway,the Salt Lake City Winter Games in the United States and the Vancouver Winter Games in Canada as examples to analyze the development,operation and investment models of post-game use of Winter Olympic venues. In the above three host cities,post-game use of venues is characterized by diversified operation,specialized and diverse services,and operation supported by Olympic legacy trust fund. For post-game use of the Beijing 2022 Winter Olympic venues,the following is suggested:implement the Olympic Agenda 2020 accordingly and diversify operation;strengthen pre-game planning and give full play to the leverage effect of events;develop sports complexes and promote regional integration of venues;innovate in funding models to meet the needs of venue renovation and maintenance;plan systematically to ensure the efficient use of the Olympic legacy.
