This report based on 97 social，political and law blue books released in 2019 as a research sample for content classification. According to the compound standard of “research theme + research team”，it is divided into three types，social development，public service and rule of law construction. A dynamic inventory of the number of blue books，research teams，media influence，research trends，and topic selection hotspots are carried out. The 2019 social，political and law blue books present the characteristics of enhanced depth and breadth of topic selection，increased responsive topic selection，and high influence and standardization. In addition to the traditional excellent blue books with high research quality for consecutive years，some books have gradually entered the ranks of excellent blue books through years of intensive cultivation and data accumulation in specific fields. The research hotspots of the social politics and law books in 2019 and the hot issues of general concern in the society from 2018 to 2019 show a high overlap，reflecting the cutting-edge，forward-looking and time-effectiveness of this type of blue book. At the same time，some of the hot words are those hot issues that have received long-term attention for many years. This reflects the characteristic of the blue book that focuses on the long-term development trend of hot issues in specific fields. Finally，this article puts forward four suggestions for the high-quality development of social，political and legal blue book：pinpointing research and innovation positioning，optimizinge the topic selection of the paper，improvinge research and innovation methods，and enriching countermeasures.
