未成年人是互联网运用的重要群体,当代未成年人用网程度不断加深,他们的互联网运用呈现一些新特征、新问题,需要深入观察思考。本报告全面描绘了未成年人互联网运用的基本状况和生态环境,指出当前未成年人互联网运用呈现的主要问题:城乡差异发生深层转变、在线学习效果不尽如人意、身心健康和沉迷成瘾等不容忽视、网络素养教育仍需加强等。建议要从未成年人的网络主体地位出发,国家、社会、家校、网络平台和研究机构共同努力,从法规制度、社会风尚、教育规划、抚育理念、行业规范等方面共同发力,弥合差异,完善机制,为未成年人提供适合的网络内容,建设健康文明有序的网络生态环境,保障未成年人健康、安全使用互联网。
<<Minors are an important group of internet users,and the extent of contemporary minors’ internet use is increasing. Some new features and problems have emerged that require in-depth observation and consideration. This report gives a comprehensive picture of the basic conditions and ecological environment of minors’ internet use,and points out that the current internet use by minors has shown some new features and problems. They include:profound urban-rural divide,unsatisfactory e-learning outcomes,physical and mental health and addiction which must not be ignored. Internet literacy education still needs to be strengthened. It is proposed that,starting from the internet subject status of minors,through the joint efforts of the national government,society,home,school,internet platform and research institutions,all participants work together to bridge differences and improve mechanisms in terms of laws and regulations,social attitudes,educational planning,the concept of childcare and industry norms. We can thus provide minors with suitable online content,build a healthy,civilized and orderly online ecological environment and protect the health and safety of minors.
