    “默克尔4.0”政府执政中期述评

    摘要

    “默克尔4。0”政府执政第二年围绕着改革立法的施政工作已取得若干成果,其在专业人才移民、提高过低养老金、退出煤电、气候保护等领域实现了突破与进展。上述改革举措有望为解决德国经济与社会发展中的一些矛盾提供相应的法律保障。“专注内斗,疏于理政”延续至本届黑红大联盟的第二年。社民党取代了基社盟,成为冲突的主要源头,并常伴有退盟威胁。社民党和基民盟主席先后辞职。前者已选出新的领导人组合,后者还需为此耗费数月。默克尔出现“个人健康危机”,其任期是否提前结束又成关注焦点,但她仍发挥着不可替代的作用。2020年的黑红联合执政仍将充满诸多不确定因素。

    Abstract

    The Merkel 4.0 government has in its second year made some achievements in reform legislation. Breakthroughs and progress have been achieved regarding the migration of skilled personnel,raising low pensions,the “coal exit”,climate protection,etc. These reform measures provide the legal framework for the intended solution of contradictions in Germany’s economic and social development. The black-red grand coalition continued also in its second year to “focus on infighting and neglecting governance”. The SPD,quite often threatening withdrawal,replaced the CSU as main source of conflict. Both the chairwomen of the SPD and the CDU resigned. The former party has chosen a new leadership tandem,while the selection of a new chairperson for the latter party will ensue much later. Whether Merkel’s term of office will end ahead of time has become a focus of attention,but for the time being she still appears irreplaceable. The black-red grand coalition will also in 2020 continue to face many uncertainties.
