数字货币的诞生无疑对金融系统有着重大影响,尤其是在支付领域。市面上现流通着各式各样的数字货币,既有以“比特币”为代表的私营数字货币,也有以委内瑞拉的“石油币”为代表的主权国家央行发行的法定数字货币。其中,私营数字货币由于不能完成货币的三大功能等原因无法成为真正意义上的货币。而法定数字货币则以其突出的优势吸引着许多国家的中央银行对其展开理论和实践研究。新兴市场国家出于降低交易成本、提高支付效率和金融包容性等迫切需求对其研究热情远高于对现有的支付体系较有信心的发达经济体。本文归纳总结了部分国家对央行数字货币的理论探索和发行实践情况,继而结合我国国情,浅析了我国发行央行数字货币的必要性与可能的路径选择。
<<There is no doubt that the existence of the digital currency has placed significant impact upon the financial system,especially in the area of payment. Nowadays,there are a large variety of digital currency in the market,both the private digital currency represented by the “Bitcoin” and the central bank digital currency(CBDC)issued by sovereign state represented by Venezuelan “Petro”. Among those,the private ones cannot become the currency in reality due to a series of reasons including their incapability of completing the three major functions of currency. The CBDCs,however,attract many central banks to conduct research on them both conceptual and practical through their incomparable advantage. Because of their crying needs for reducing the transaction costs,improving the effectiveness of payment and the financial inclusion,the emerging market economies are far more interested in this type of research than the advanced economy,which tend to be confident with the existing payment system. This article summarizes some of the cases where central banks carrying out research upon the issue of CBDC and then produces a simple analysis upon the necessity and possible routes for China to issue the CBDC based on our national situation.
