河北主动着眼京津冀大格局,把握“服务京津与绿色崛起”角色定位,在京津冀协同治理中展现了河北的作为,也在三大领域率先突破、四个定位深入推进、雄安新区规划建设等方面取得了明显成效。但是同时,河北也面临改革进程尚未到位、利益机制面临调整、发展政策有落差、发展差距仍在扩大、关键要素支撑能力不足、创新驱动能力不强、环境治理财力紧张等困难和障碍。因此,在新一轮京津冀协同治理中,河北应进一步做好深化和完善协同治理机制、实施政策移植缩小政策落差、“四个借力”培育发展新动能、以改革创新推动雄安新区规划建设、加大产业发展科技创新支撑力度、构建绿色循环低碳产业体系等工作,全方位推动河北高质量发展以及提升京津冀协同治理能力和水平。
<<Hebei has taken the initiative to focus on the overall pattern of Beijing,Tianjin and Hebei,grasped the role positioning of “serving Beijing,Tianjin and green rise”,demonstrated Hebei’s performance in the coordinated governance of Beijing,Tianjin and Hebei,and made obvious achievements in the three major areas,four positioning breakthroughs,and the planning and construction of Xiongan new area. However,at the same time,Hebei is also faced with difficulties and obstacles such as that reform process is not in place,the interest mechanism is facing adjustment,the development policy gap,is still widening,the support capacity of key elements is insufficient,the ability to drive innovation is not strong,and the financial resources of environmental governance are tight. So,in a new round of Beijing-Tianjin-Hebei in collaborative governance,Hebei should further deepen and improve the cooperative governance mechanism,implement policy transplantation to narrow gap. “four means” should be used to develop a new kinetic energy,to reform and innovation to promote male new district planning and construction,to increase the intensity of industry development of science and technology innovation support as well as low carbon industry system,to build green cycle work,all-round development of Hebei province high quality as well as promote Beijing-Tianjin-Hebei collaborative management ability and level.
