天津紧紧围绕京津冀协同发展战略,立足比较优势,把握“一基地三区”功能定位,充分发挥高端引领和辐射带动作用,在推动京津冀协同治理过程中积极作为,不断取得成绩的同时,也在实践层面面临着与京冀两地对“协同”的认识差异,与京冀两地在协同治理整体目标的偏好差异,行政区划存在体制性障碍,区域协同治理机制不完善,缺乏区域协同治理合作组织,协同治理的重点领域立法尚待突破,自身治理能力和治理水平有待进一步提高等问题。因此,在推动京津冀区域协同治理的过程中,需要天津围绕城市定位不断强化区域带动作用,推动京津冀区域协同治理机制建设,联合京冀加强京津冀区域协同立法,组织建立京津冀区域性信息化网络体系,积极探索构建京津冀协同治理组织等。
<<Closely arounded Beijing-Tianjin-Hebei collaborative development strategy,based on the comparative advantage,and grasped the function orientation of “One-Base and Three-Areas”,Tianjin gives full play to the role of high-end leading and radiating,and takes active actions in the process of promoting Beijing-Tianjin-Hebei collaborative governance,while continuously making achievements,also facing various problems. For instance,differences in understanding of “coordination” at the practical level among Beijing Tianjin and Hebei,differences in preferences of collaborative governance overall goal among Beijing Tianjin and Hebei,institutional barriers of administrative division,imperfect regional cooperative governance mechanism,lack of regional collaborative governance organization,cooperative governance legislation to be the focus of breakthroughs,self-governance ability and self-governance level to be further improved. Therefore,in the process of promoting Beijing-Tianjin-Hebei collaborative governance,Tianjin needing to around the orientation of the city should continue to strengthen regional leading role,and promote the construction of Beijing-Tianjin-Hebei regional cooperative governance mechanism. While jointing Beijing and Hebei,it also should strengthen regional cooperative legislation,organize to establish Beijing-Tianjin-Hebei regional information network system,and actively explore to build collaborative governance organization of the Beijing-Tianjin-Hebei region,etc.
