The construction of Xiongan new area is a major national development strategic，it carries the tasks of extracting Beijing’s pressures from function and population，promoting the coordinated development of Beijing，Tianjin and Hebei，adjusting and optimizing the urban layout and spatial structure of Beijing，Tianjin and Hebei，cultivating the engine of innovation driven development. How to combine the development plan of Xiongan New Area and on the basis of the development status of Xiongan New Area，to build Xiongan new area into the world’s first-class innovative cities is facing with arduous tasks. This report is based on the construction practice of international innovative cities，discusses the elements and development characteristics of innovative cities. And then combined with the needs of the construction of innovative cities in Xiongan new area，propose the countermeasures and suggestions for Xiongan new area.
