京津冀公共服务协同治理是补齐三地公共服务落差的关键举措,是新时期京津冀协同发展的重中之重,更是满足人民美好生活需要的必要之举。本文运用熵值法对京津冀各城市的公共服务水平进行测度,采用变异系数法对公共服务水平差距进行了分析,通过面板回归模型对公共服务水平的影响因素进行了分析。得出以下结论:2010~2017年,京津冀公共服务水平总体提升,但城市间公共服务水平差距有所扩大,2014年京津冀协同发展战略提出后差距的增速整体降低,政府政策和人民生活水平对京津冀公共服务水平具有显著正向作用。在此基础上,借鉴国外发达国家大都市圈公共服务协同治理的经验,提出以下对策建议:完善公共服务协同治理顶层设计,构建京津冀公共服务联合体;形成以政府为主导,多元主体共同参与的协同治理模式;补齐公共服务落差过大的短板,加大对河北省公共服务的投入力度。
<<The coordinated governance of public services in Beijing-Tianjin-Hebei is a key measure to make up for the huge gap of public services in the three regions,the top priority of the coordinated development of Beijing-Tianjin-Hebei in the new era,and the necessary measure to meet the needs of the people’s better life. In this paper,the entropy method is used to measure the public service level of Beijing-Tianjin-Hebei,the variation coefficient method is used to analyze the gap of public service level,and the influencing factors of public service level are analyzed by panel regression model. It is concluded that from 2010 to 2017,the public service level of Beijing-Tianjin-Hebei has improved in general,but the gap of public service level was widened. After the collaborative development of Beijing-Tianjin-Hebei was put forward in 2014,the growth rate of the gap has decreased in general,and government policies and people’s living standards have promoted the public service level of Beijing-Tianjin-Hebei. On this basis,the paper puts forward corresponding countermeasures and suggestions based on the experience of collaborative governance of public services in metropolitan areas of developed countries.
