The construction of the international first-class innovative city in Xiongan New Area，which is based on the industry climbing to the high-end of the global value chain，is a necessary measure to build a national high-quality development model city in the new era. Based on the evolutionary game theory，this paper summarizes the existing experience of innovative city construction and the current situation of Xiongan New Area construction，and analyzes in detail the cooperative relationship between traditional manufacturing industry and high-end high-tech industry in Xiongan New Area and different stakeholders in the process of climbing to the high-end of global value chain. The result shows that in the construction process of international first-class innovative city，Xiongan New Area should make use of the power of governments at all levels，attach great importance to the development of high-end service industry，and help the transformation and upgrading of traditional manufacturing industry；at the same time，it should actively develop and expand high-end high-tech industry，actively seize the high-end links of the global value chain，choose the investment strategy of “low first，then high”，and improve its own strength to realize the maximization of foreign investment interests.
